The Data Steward role

A shipped role that works the duplicate list, keeps the data-quality rules, and approves or undoes merges. Give it under Platform, Access, Roles to whoever looks after master data.

Proposing a merge needs change on the master concerned and add on Merge Requests; approving, rejecting and undoing need the Data Steward role (or administrator), and never the person who proposed it.
