A new early alert offers the student's own sections

On New Early Alert, choose the Student first: the Section list then offers only the sections that student is enrolled in.

The Section box stays empty until a student is chosen. A section the student does not take is refused when saved, from the form, an import or the assistant alike. Section can be left blank for an alert that is not about one course.
