Preventive maintenance orders raised automatically

The preventive maintenance job raises the maintenance order for each plan that is due, once per cycle, with its task list and spares.

A plan is due when its next date falls inside its lead time, or its meter reaches the due point. A plan whose current order is still open is skipped, so the order is never raised twice.
