Leave accrual and hire dates

An accrual run only credits people who were already hired on its accrual date.

When you run an accrual for an earlier date, anyone hired after that date is skipped, and the result gives the reason ("hired ..., after the accrual date"). Each accrual movement is dated with the accrual date, not the day the run was made.
